Transfer of Registration of Vehicle from One State to Another State in India

Whenever a person takes his vehicle from one state to another state to use it for more than 1 year, he is required to transfer of registration of vehicle to the new state where he wants to use that vehicle. This is called a re-registration of the vehicle.

The vehicle owner is required pay road tax again in the new state where he wants to re-register the vehicle. The road tax value will depend on the depreciated value of the vehicle and remaining years of RC validity period.

Process to Transfer of Registration of Vehicle from One State to Another State in India

Step (1) Apply for No Objection Certificate (NOC) You need to apply for NOC from the RTO where the vehicle is currently registered. For getting NOC, you are required to fill up Form 28. You need to fill up this form very accurately. In this form, you also need to mention the new state and the RTO where you wish to re-register your vehicle.

Step (2) Submit Required Documents You need to submit following documents for getting NOC along with Form 28:

  1. Certified copy of the RC Book

  2. NOC from the traffic police indicating no fines pending with the vehicle owner
  3. NOC from the financing bank, if the vehicle is under hypothecation
  4. Proof of payment of up-to-date vehicle tax
  5. Chassis & Engine Pencil Print
  6. Valid insurance certificate
  7. Pollution under control certificate (PUC)
  8. Signature Identification of owner, if required
  9. NOC from National Crime Records Bureau (NCRB), if required

Step (3) Payment of Fee You have to pay applicable fee for getting NOC from the RTO and submit the proof of payment of this fee.

Step (4) Payment of Road TaxThe vehicle owner is required pay road tax again in the new state where he wants to re-register the vehicle. The road tax value will depend on the depreciated value of the vehicle and remaining years of RC validity period. Road tax varies between states and is also dependent on the age of the vehicle. The owner has to pay the road tax through cash or a demand draft.

Step (5) Re-registration of Vehicle in the New State As soon as you obtain the NOC from the RTO, you can apply for re-registration of the vehicle with the RTO in the new state. You need to submit the application for re-registration within 30 days from its issuance. However, the NOC is valid for 12 months from the date of its issuance. If you apply for re-registration after 30 days from its issuance, you will have to bear a penalty on the road tax. Re-registration can take up to a month for completion.

For Re-registration, you need to visit the RTO in the new state and submit following documents for getting your vehicle re-registered:

  1. Original RC Book
  2. NOC received from the previous RTO
  3. Form 20 (application form for the registration of a vehicle)
  4. Form 27
  5. Form 33 for change of address in RC
  6. Passport size photographs of the owner
  7. Proof of new address
  8. Chassis & Engine Pencil Print
  9. Attested copy of Driving Licence
  10. Valid insurance certificate
  11. Pollution under control certificate (PUC)
  12. Copy of PAN card of Form 60 and Form 61 (as applicable), if required
  13. NOC from the financing bank, if the vehicle is under hypothecation

Step (6) Apply for Road Tax RefundWhen you get your vehicle re-registered in the new state, you can apply for refund of road tax from the RTO of previous state. The major condition for claiming road tax refund is that either the vehicle should be registered in the new state or the old registration should be cancelled. You may claim for a refund within 6 months of the re-registration of your vehicle.

For this purpose, you need to claim the road tax refund to the original RTO Office where vehicle was previously registered:

  1. Request letter for refund along Bank Account Number or Address on which cheque needs to be sent
  2. RTO Form 16, RTO Form date as application for Tax Refund
  3. Vehicle Chassis Imprint
  4. New Insurance copy
  5. New PUC copy
  6. Copy of State Transfer NOC i.e. copy of Form 28
  7. Road Tax Receipt as originally paid in First State where vehicle was registered
  8. Copy of new road tax receipt
  9. New address proof as Proof of Migration
  10. Notarized copy of new smart card
  11. Original or notarized copy of old smart card
  12. Envelope having self affixed stamp with equivalent value of registered post

Presently, you cannot claim the road tax refund online and it can be claimed only by submitting the relevant documents at the RTO. RTO of the new state will contact the RTO in the old state for registration number authentication. The old RTO will get confirmation of re-registration through an intimation referred to as CRTI. When the old RTO gets the confirmation from the CRTI, the refund request will be processed. You will likely receive the road tax refund in 6 months.
