A PAN (Permanent Account Number) card comes with a unique identification number assigned to every Indian tax-payer. PAN card links all financial transactions made by the bearer for the government to easily record all tax-related information.
However, minors, can also apply for a PAN card.

Minor PAN Card
Minors are individuals under the age of 18 years. A minor PAN card, or PAN card for a child, is mainly used for financial transactions, investing, and opening bank accounts under the minor's name. Unlike a major PAN card, the PAN card for minor does not have a photograph or signature of the minor.
Minor PAN Card – When is it Mandatory?
A minor must have a PAN card in the following cases:
- When the minor's parents want to make him/her a nominee of their investments, shares, or similar financial products.
- When they want to invest in the child's name.
- When a bank account for the child needs to be opened. (This includes a Sukanya Samriddhi Yojana account or SSY for a girl child)
- When the minor's income from any investments or income they hold is not taxable, and is clubbed with parent's income. This is taxable and requires a minor PAN card when:
- They are physically disabled, blind, etc
- They have earned the income on their own
- They earn income through their knowledge, skill and talent.

Apply for a Minor PAN Card – Procedure
The minor's parents, guardians or Representative Assessee can apply for a PAN card for the minor.
Minor PAN Card Application - Online Process
- Step 1: Begin by visiting the official NSDL website.
- Step 2: Here you are required to select the application type – "New PAN – Indian Citizen (Form 49A)."
- Step 3: Now select the category – "Individual."
- Step 4: You need to choose the mode of document submission now.
- Step 5: Choose if physical PAN card is needed. The PAN card may be received as e-PAN or physical PAN, depending on the mode of dispatch and whether the same is to be delivered in or outside India.
- Step 6: You are now supposed to enter the required details of the minor – personal details, parents' details, parents' address, signature and contact number. (AO code need not be entered).
- Step 7: Upload the minor's photo and the required necessary documents. It may be pointed out that his/her photo is not displayed on the minor PAN card.
- Step 8: You can now make the payment. There are four options to do so. Pay via debit card, credit card, net banking or demand draft.
- Step 9: Click submit. After making the submission, you receive an acknowledgement number. You can use this number anytime to track the status of the application.
- Step 10: Finally, enclose all documents (when submitting physically) along with demand draft (if chosen as mode of payment) in an envelope. Post the same to the Income Tax PAN Services Unit's address of Pune.
- Starting with the offline process for minor PAN card, you first need to download Form 49A from the NSDL’s official website.
- Now, go ahead filling the form with all required details.
- This is followed by attaching a copy of all relevant documents. (the list of documents that may be used is mentioned below)
- Again, attach two photographs of the child/minor. Though the card will not contain the photo of the minor, you are required to share them here.
- In the end, you can submit the form with all documents and fees to the nearest PAN centre.
- Aadhaar card / Passport / Ration card.
- Driving license / Voter's ID card.
- Arm's license / Pensioner card.
- Ex-servicemen with a Central Government Health Service card Photo ID for the Contributory Health Scheme.
- Photo ID card issued by the government.
- The original certificate of identity signed by a Member of Legislative Assembly, Member of Parliament, Gazetted Officer or Legislative Council.
- Actual bank certificate on the letterhead of the issuing bank's branch, together with the applicant's bank account number and an attested photocopy.
- Aadhaar card / Driving license.
- Passport / Post office passbook.
- Voter's ID card / Domicile certificate.
- Property registration document.
- The original certificate of address signed by a Member of Legislative Assembly, Member of Parliament, Gazetted officer or Municipal Council.
- Copy of any of the below documents of not more than three months old:
- Electricity bill / Water bill.
- Consumer gas connection book or card or piped gas bill.
- Landline telephone or broadband connection bill.
- Credit card statement / Bank account statement.
- Birth certificate.
- Passport.
- Aadhaar Card.
- Photo ID card issued by the government.
- Domicile Certificate.
- Mark sheet of recognised board.
- Affidavit sworn before a Magistrate having the date of birth.
It takes 15-20 working days for the PAN card to be sent to the mentioned address, post successful verification.
Minor PAN Card Application - Offline Process
Here as well you will receive the acknowledgment number.
Documents Required for Minor PAN Card Application
A PAN card for a minor requires the minor's proof of birth, while the parents' Proof of Address and Proof of Identity. If the minor's Aadhaar is used for address and identity proofs, that Aadhaar should be used for POA and POI.
