Authority to Issue PAN Card in India?

The Income Tax Department (ITD), Government of India has appointed and authorised following 2 entities for purpose of receiving and processing of PAN applications:

  1. NSDL e-Governance Infrastructure Limited (NSDL e-Gov.)
  2. UTI Infrastructure Technologies Services Limited

Other than above entities is not authorised to undertake this activity on behalf of the Income Tax Department.

NSDL e- Gov receives and processes PAN applications through TIN-Facilitation Centres / PAN Centres / Online requests.

From July 7, 2018, PAN cards are being printed with Enhanced Quick Response (QR) Code. It will contain Photograph & Signature of PAN applicant along with PAN, Name, Father's Name/Mother's Name and Date of Birth/Incorporation/Formation. These details will be digitally signed & coded on the Enhanced QR Code.

A specific Mobile App "Enhanced PAN QR Code Reader" can read Enhanced QR Code. This mobile app is available on Google Play Store. The Enhanced QR code will be provided in the e-PAN Card issued to the PAN applicants. e-PAN is a digitally signed PAN card issued in electronic form and it is a valid proof of allotment of PAN.
